全体の構造は、he never fell into the error of arresting ~ or of mistaking ~ .。or は、of arresting ~ と of mistaking ~ を結んでいます。

mistaking, for a house in which to live, an inn that is but suitable for the sojourn of a night においては、an inn that is ~ の部分が mistaking の目的語。これは mistake O for ~(Oを~と間違える)のOを後ろに置いたもので、VとOの間に副詞的な語句(M)が挿入されているVMOという形です。

that is but suitable の but は only の意味です。
